"In the 70s of the last century, the Helsinki Process launched, the goal of which was to strengthen security and co-operation in Europe. I think that it was a promise of solidarity, dignity and equality of peoples, which is still continuing to be nowadays problem. The commitments undertaken within the Organization for Security and Cooperation in Europe should really live from Vancouver to Vladivostok. The ten principles of the Helsinki Final Document are one unified. None of them should be separated or opposed to others. The same can be said about all the commitments negotiated within the Organization for Security and Cooperation in Europe. OSCE Equality and Cooperative Approach should prevail in the Region. Only in that way it would be possible to consolidate a comprehensive and indivisible security concept established in Helsinki.

Helsinki's spirit's cry violates Azerbaijan's position over Nagorno-Karabakh conflict. This is particularly evident in the pre-election period launched in the neighboring country. President Aliyev announces about territorial aspirations of Yerevan, calling it a historical Azerbaijani territory. Of course it is a delirium, but in Europe's silence, such absurdities can have very serious consequences. The Nagorno Karabakh problem should be resolved as soon as possible, in a peaceful way. The OSCE Minsk Group co-chair countries Russia, France and the United States support us in that problem. Under their leadership, the three principles of international law were put in the basis of this problem: to not use force and threats of force, the right of peoples equal rights and self-determination and territorial integrity. In its turn, the European Union has repeatedly reaffirmed its support for the Co-Chairs efforts and proposals. Efforts to resolve the Nagorno-Karabakh conflict can serve as an example of how Russia, the EU and the United States can positively compare their positions for the sake of international peace and security. Our desire is to show such similarities more often. It is especially important, taking into account the fact that conflicts are getting deeper in different corners of the world today. We are worried about the swift changes taking place in the Middle East and elsewhere, which, unfortunately, are accompanied by uninterrupted wars. We are worried about the failure and the collapse of states in separate countries. To confront them, one must think about cooperative, comprehensive and indivisible security. This is the only possible and realistic way to overcome the existing crises". |
