The Ukrainians have varying degrees of control over three other regions, so it’s about how we assess the situation. There is a difference in the front line, the deployment of troops, and the administrative boundaries. We are in informal discussions with both sides,” Witkoff said. "You can't mediate and work towards a solution if you don't talk to all sides," he said. According to him, the position of the American authorities is to put the Ukrainians and the Russians at the same table.
