Statement by the Ministers of Foreign Affairs

Russian Federation, Azerbaijan Republic and
Republic of Armenia
In response to the address of the President of the Russian Federation V.V. Putin and in accordance with the agreements of the President of the Russian Federation V.V. Putin, President of the Republic of Azerbaijan I.G. Aliyev and Prime Minister of the Republic of Armenia N.V. Pashinyan, the parties agreed on the following steps:
1. ceasefire is announced from 12 hours 00 minutes on October 10, 2020 for humanitarian purposes, for the exchange of prisoners of war and other detained persons and bodies of killed by mediation and in accordance with the criteria of the International Committee of the Red Cross.
2. Specific ceasefire parameters will be agreed further.
3. The Republic of Azerbaijan and the Republic of Armenia, with the mediation of the OSCE Minsk Group Co-Chairs, based on the basic principles of the settlement, begin substantive negotiations with a view to achieving a peaceful settlement as soon as possible.
4. The parties confirm the constant format of the negotiation process.
