Reuters publishes US plan for Ukraine settlement

Reuters has published a proposed US plan for a Ukrainian settlement.

The draft includes the following provisions: lifting sanctions against Russia, de jure recognition of Crimea and de facto recognition of four new regions under Moscow's control, a permanent ceasefire and immediate talks between Ukraine and Russia, and Kiev's abandonment of its aspirations to join NATO.
