Azerbaijan’s largest-ever amnesty expected to cover more than 20,000 people
![]() 1540 Monday, 15 December, 2025, 16:57 The amnesty act submitted by the President of the Republic of Azerbaijan to the Milli Majlis is expected to be the largest amnesty in the country’s history in terms of the number of beneficiaries. It is projected to apply to more than 20,000 individuals, including the release of over 5,000 convicts from imprisonment, sentence reductions for more than 3,000 imprisoned persons, exemption of more than 7,000 convicts from restriction of liberty, exemption of nearly 4,000 convicts from other non-custodial or suspended sentences, and exemption of more than 1,000 individuals from criminal liability. |
