Russia’s war of aggression against Ukraine: new EU sanctions target energy revenues, the military-industrial complex, propaganda and human rights violations

The Council today adopted a set of restrictive measures to combat Russia’s war of aggression against Ukraine, its hybrid activities and its systematic disregard for international law, including human rights.
The package of additional listings consists of 34 individuals and 47 entities in total.
The measures will further constrain the Russian military-industrial complex, curb Russia’s energy revenues by targeting its shadow fleet ecosystem, disrupt hybrid threats and the spread of Russian state propaganda justifying its war of aggression, and expose the systematic repression and violations of human rights in Russia, as well as the country’s repeated disregard for the Chemical Weapons Convention.
Today, we approved another batch of sanctions to put more pressure on Russia to end the war. These measures strike at the heart of Russia’s military-industrial complex, its shadow fleet, and the networks that fuel Moscow’s hybrid attacks against Europe. In parallel, work is underway on the broader 21st sanctions package. Every measure shrinks Russia’s room for manoeuvre. And the numbers speak volumes. Western sanctions have already cost Russia an estimated €1 to 1.3 trillion. Brick by brick, we are collapsing the foundations of Russia's war economy.
