During the meeting in Istanbul, the Russian side handed over to Ukraine its version of the memorandum on the settlement of the conflict. This was reported by the head of the Ukrainian delegation, Defense Minister Rustem Umerov.

The head of the Russian delegation, Vladimir Medinsky, noted that "this is a proposal that will really allow us to achieve real peace."

According to Medinsky, the document contains two options for establishing a ceasefire.

The first involves the withdrawal of Ukrainian armed forces from the Russian territories of the DPR, LPR, Zaporozhye and Kherson regions. A 30-day ceasefire will be established from the moment of the withdrawal of troops. During this time, Ukrainian military personnel must completely leave the territories.

The second, which the memorandum calls the “package offer,” contains clauses that prohibit the redeployment of Ukrainian troops, the supply of foreign military aid to Kiev, require the exclusion of the military presence of third countries, mutual amnesty for political prisoners, the release of detained civilians, and the announcement of the date for elections to the President and Verkhovna Rada of Ukraine.

They, as stated in the document, must take place no later than 100 days after the lifting of martial law. The full implementation of the “package offer” must also be completed within 30 days.

In addition, the memorandum lists the “main parameters of the final settlement.” These include:

— International recognition of the DPR, LPR, Zaporozhye and Kherson regions, as well as Crimea, as part of the Russian Federation.

— Neutrality of Ukraine, as well as the prohibition of any military activity by third countries on its territory.

— Non-nuclear status of Ukraine, determination of the maximum number of Ukrainian armed forces.

— Lifting of economic sanctions against Russia.

— Mutual waiver of claims for damage caused by military operations.

— Ensuring the rights and freedoms of the Russian-speaking population, lifting restrictions on the activities of the Moscow Patriarchate, banning the glorification of Nazism.

— Gradual restoration of diplomatic and economic relations.
