The report notes that the findings are particularly sensitive for Armenia, as Belarus is officially considered an ally of Armenia; both countries are members of the Collective Security Treaty Organization (CSTO). Despite this alliance, private Belarusian arms manufacturer Tetraedr has sold equipment and services that have allowed Azerbaijan to modernize its anti-aircraft systems, according to company emails and internal reports. An internal Tetraedr report noted that the air defense system purchased by Azerbaijan was “actively used” to shoot down Armenian drones during the six-week conflict. |
