Germany approved a large-scale plan that, by 2029, envisages spending around €10 billion on modernizing civil protection and alert systems. According to the government, the program involves installing new sirens, updating digital messaging channels on mobile devices, and constructing new shelters to increase the population’s resilience to various threats.

As part of the plan, it is also planned to equip around 1,500 units of equipment and mobile centers for the fire service, emergency medical services, mobile units, and heavy equipment, enabling rapid response to emergencies.

In addition, disaster-response training involving military formations, rescuers, the Federal Agency for Technical Assistance, and humanitarian organizations is envisaged.

Since Russia’s full-scale invasion of Ukraine in 2022, the German government initiated modernization of the civil shelter system. There are now 579 shelters in the country, designed for about 480,000 people, many of which had remained unused since the Cold War era. The government emphasizes that updating shelters and alert systems will increase the population’s readiness for various threat scenarios.

It is expected that modernization will improve the timeliness of alerts and the quality of protection during natural disasters, man-made incidents, or crises. The new signaling systems and upgraded shelters should make responses more targeted and accessible to regions with varying levels of risk.
