External management would allow elections to be held in Ukraine and "to bring to power a viable government that has the people's trust," Putin believes. With it, Russia could begin negotiations on a peace treaty and sign documents "that will be recognized throughout the world and will be reliable and stable." Now it is unclear to Russia with whom it should sign anything, since "other leaders will come tomorrow," the president said. "But this is only one of the options.
