We welcome the efforts of the Co-Chairs of the OSCE Minsk Group to immediately cessation of Azerbaijan's hostilities threatening regional security and stability. In this regard, we note the statement by the heads of the OSCE Minsk Group Co-Chairpersons statement with strong condemnation of the unprecedented and dangerous escalation of violence in the conflict zone.
We re-emphasize the central role of the Co-Chairperson of the OSCE Minsk Group as the only agreed format for the mediation mission in the process of peaceful settlement of the Azerbaijani-Karabakh conflict. At the same time, once again, we firmly declare the principled position of the Republic of Artsakh regarding the inadmissibility of Turkey's participation in any form in international mediation efforts as part of the process of peaceful settlement of the Azerbaijani-Karabakh conflict. The criminal actions of Turkey, which commands and controls armed aggression against the Republic of Artsakh, supplies weapons to Azerbaijan for warfare and recruit militants of terrorist organizations from the Middle East to participate in hostilities, make it impossible for its further membership in the OSCE Minsk group.
The Republic of Artsakh has repeatedly noted that the effectiveness of mediation efforts is directly dependent on the ability to ensure irreversibility of the settlement process and implement effective non-resumption of hostilities. Two large-scale armed attacks of Azerbaijan on the Republic of Artsakh over the past 4 years demonstrate clearly that previous achievements of mediators were powerless against Azerbaijan's blatant disrespect not only their international obligations, but also international law and were resettled by Baku's internationally wrongful acts.
Under the current circumstances, the international recognition of the Republic of Artsakh is the most effective means of ensuring peace and security in the region, which guarantees solid foundations for a negotiated settlement of the conflict.
