Today it’s already been the 75th day, Artsakh has been under blockade. As we know, in such tough times the ICJ delivered its Order on February 22, 2023: In respect of Armenia’s request for the indication of provisional measures, the Court observed that, since 12 December 2022, the connection between Nagorno-Karabakh and Armenia via the Lachin Corridor has been disrupted.

The disruption on the Lachin Corridor has impeded the transfer of persons of Armenian national or ethnic origin hospitalized in Nagorno-Karabakh to medical facilities in Armenia for urgent medical care, there have been hindrances to the importation into Nagorno-Karabakh of essential goods, causing shortages of food, medicine and other life-saving medical supplies.

The Court consequently satisfied the request of Armenia on indicating provisional measures and obliged Azerbaijan: pending the final decision in the case of Armenia v. Azerbaijan to take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.

In accordance with the Article 59 of the Statute of the International Court of Justice, the Decision of the Court has binding force for the parties and in respect of that particular case.

Article 60 envisages that the judgment is final and without appeal.

Azerbaijan, however, blatantly violates even the key provisions of the Charter of the principal judicial organ of the United Nations:

Already almost 2 days have passed since ICJ’s mentioned Decision but Azerbaijan commits another crime not guaranteeing the unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions.

I have urgently addressed all of my international colleagues alarming on the current situation and requesting in the framework of their mandate:

Contribute to the implementation of the ICJ’s Decision on indicating provisional measures;

Present the implemented or future steps on the mentioned matter.
